I have a plan.... maybe a little beyond where you would want to stand legally.... but here goes. If its running and there is a genuine key in the ignition then there needs to be two modifications... 1. fit a small rubber block about 100 grams in front of the air bag.=20 2. reprogram the airbag controller...... to operate in event of either removal of ignition key opening window releasing parking brake...=20 Place notice on steering wheel (in several languages) informing the illegal occupant that he (or she) better call the police or will likely get knocked out.
