You'll have to aware of harming others too

Adding a timer, eg to disable the ignition after a period long enough
for the car to get on the road, would have to be done so that the car
comes to rest where it can do no harm. For example you wouldn't
want it to stop dead in the middle of the intersection at the end of
your street or lose power steering in an awkward or dangerous place

Perhaps an IR / laser beam across the driveway, or short-range RF,
that triggers an alarm / recorder in your house and/or passes a control
signal to something in the car
