I presume this is a auto. Get a micro switch on the gear shift with a normally closed contact when in park and a normally open hidden switch which will be in parallel with it as a bypass. they should than be connected in series with the ignition switch. So every time someone takes the car out of park the car will just stop running unless you switch the hidden switch to run. Pretty simple and effective.
