I'm not sure if XMOS meet your criteria, compiler is free, but most of=20
their projects seem to be aimed at the Audio market.

The XMOS micro is a 32bit multi cored uC. Other than their very very basic=

starter kit, their other demo boards are expensive from a non R&D point of=
=20
view.

Registration is required to access their products.
