This rang a bell that I haven't heard in a while and I had to search for=20
a service that I've played with a little bit.  It's called Tropo, and=20
they have an API, and can provide free usage and phone numbers up to=20
some limit.  It requires some scripting on a publicly available server,=20
and I have some free time.
