In my opinion, the best way to start your test bench on a budget (assuming you already have a multimeter) is with cheap chinese logic probe and an 80s vintage analog/crt scope. Your best source for getting a good deal on the scope is going to be craigslist. The key is to check *every* day or run a bot to cvheck for you. If you live in a major city you probably won't need to wait more than a few weeks. Even if you live in the middle of nowhere something will turn up eventually. -p.
