Yeah, I've seen that.

It is a backoff algorithm used by the store and forward servers that
manage text messages.  Without it, the network between those servers
and the towers would be more loaded.

While you observe 5 minutes now, I've observed delays of hours for
devices that have been off for days.

There may be an M2M account type the mobile provider will $ell to fix
it.
