It is quite involved but generally for a 12V system any sil= icon exposed to battery voltage will be 45V minimum with a suitably rated T= VS across the front end to deal with load dump. Depending on the applicatio= n you can ride out load dump or power down, if you don't need to be functio= nal after load dump then you can just size the TVS to blow the fuse.
