Hummm not sure I understand - 3 users? Meaning you need 3 simultaneous=20 users of the layout design software? What do they know already? This is (much) larger 1st design than I'd=20 ever want to learn a new layout design system with. This is a larger design than I consider Eagle (V4, out of date) can=20 reasonably handle. I've done 4 layer with 15 sheets and numerous hours=20 were spent b/c Eagle doesn't have the features needed to control=20 complexity at that level. I've used Eagle 4 for 10 years so I'm pretty familiar with it. That said, there is now Eagle 7, I'm sure they've come a long way. I have finally made the jump to Altium ... there is no comparison with=20 Eagle. It is in an elite group of design software packages that have to=20 tools needed to handle designs of this scale and beyond. Price is=20 something like $7K though. And learning curve is steep, as it will be=20 for any software of this complexity. If this is a one-off design I'd say use Kicad (I've never used it) b/c=20 it is apparently free and is for sure faster to learn than Eagle and=20 Altium, and slog though it all as needed.
