The apparent target may be on a logical or interesting circuit. Or a through way to a target or test area. Or many other logical explanations not involving spying. Or, it may be spying. Also, when dealing with semi-unknown people on the internet (or otherwise) you need to allow for the possibility of a variable degree of paranoia and / or conspiracy-theory-itis.
