Working at OLPC this project _should_ be something I'm aware of, but
I'm afraid I don't have much more to say beyond that.

I'm not sure the "5 billion" premise is valid.  Mobile phones are
quite well distributed across the third world, and form the peer to
peer banking network.

The mentioned manufacturer Quanta is quite well known to me, and I've
nothing but good things to say about them; because I work with them
day to day.
