I shouldn't have been so vague.  Apparently you want a stream of water that=
 breaks into drops right about the center of the collars that the water fal=
ls through.  I think you need a conductive path back to the common tank.

It's an "induction" or "influence" machine (as opposed to friction machines=
 like a van de Graaff); these come in a lot of different variations (there =
are a bunch in the Moore book, and this variety includes the Whimshurst=85)
I wanna make some variations out of those blank CDs you get with packs of C=
DR disks=85  Or maybe PCBs.  (When you contemplate such devices, the per-ar=
ea price of PCBs gets annoying=85)
