Bill,
     My understanding is that someone has to register a compliant and=20
call them. They just couldn't go out riding around unless they had=20
specific instructions to do so. That was my understanding. It could be=20
different in different places. The police here won't issue a parking=20
ticket unless someone calls and registers a compliant.
