For someone coming from MPLAP-8, MPLAB-X and Arriba are essentially identical beasts. MPLAB-X is based on NetBeans and Arriba is based on Eclipse. NetBeans and Eclipse are the two most common "open" IDEs. Both originated as Java IDEs, and both have since been extended to many other languages. The debate over which one is better is almost as intense as the one between Emacs and Vi. Unless MicroChip has had a falling out with Oracle (the main supporter of NetBeans) I highly doubt MicroChip has any plans to abandon it. Arriba seems to be an independent fork of Eclipse, and PIC is only one of many architectures they support. Most likely MicroChip is supporting the project for the people who prefer Eclipse over NetBeans. It is also worth noting that MicroChip's compilers are now completely independent of the IDE. Both MPLAB-X and Arriba will be using identical compilers.
