The newer PIC16F1xxx's are so much nicer to work with. I also think that the timers are more advanced and might have better features for your gating requirements. It also might be that some of the newer devices with the "Configurable Logic Cell (CLCx)" option might be of use for the 1 sec gating application. I have not looked into into it in detail but maybe you could set it up to gate the external signal with very low help from the code. I think you are tying one arm behind you back by staying with the obsolete 628.
