I was a police officer for 31 years. Here in New York State, USA once the tow truck is dispatched at the request of a police agency they have what used to be called a "mechanics lien" against the vehicle. You are obligated to at least pay for the service call (which is usually much cheaper than a tow.). If you otherwise impede the process you are subject to arrest for "Obstructing Governmental Administration." This includes getting into the vehicle as it is unlawful to tow an occupied vehicle. Obstructing Governmental Administration is a criminal offense and leaves you with a criminal record; fingerprints, mug shots, etc. Much of the "legal advice" I've read here could get someone in a lot of trouble in some jurisdictions. It is important to remember that this list i= s global and laws and ordinances vary greatly from place to place. Take everything you read with a grain of salt.
