It may as well say that because you were illegally parked they can crush your car, or burn down your house, or auction off your first born child. The tow truck came at your behest (unconscious though it be), And it and driver has to go back somewhere (unladen, and to await more business if you car is not attached, ) There is a cost for that. And there is the opportunity cost of the truck having missed out on gouging someone else. The impound charge (D) would be paying the full costs of a service not rendered in exchange for a most questionable opportunity cost. If you'd say that was fair then you certainly could not reasonably complain about the creative financial deeds of the 1%. (E) Why?
