I've never had trouble with unresponsive red lights. Under the regulations in Sydney, when faced with a red light that won't change, the procedure is: - dismount (so you change into a pedestrian), - walk to the nearest curb, - walk 25m down the side road (to avoid the regulation on crossing too near a controlled crossing), - cross, - mount (so you change back into a vehicle), - ride against the green and make a turn.
