That's a matter of opinion, a point on a continuum with no markers.

No matter how far you roam, there is always some place that is more
outback than where you are.  The locals don't think they are in the
outback, and if asked for directions they point further out.  But ask
a coastal city dweller, and the answer is "oath, yes."
