To some extent.  It would be an attenuator.  Would have to avoid
spillage around the edges.

I guess it could be calculated; given the IV curve of each panel,
which will show the highest voltage at no load, and arranging the
panels in series, you might still have an interesting voltage to deal
with somewhere.

How interesting that voltage is depends on the means by which it
passes into a human.
