An RCD detects an imbalance between the phase (live) and return (neutral)=20 connection, if there is it trips cutting the supply. Most domestic devices trip at 30mA, but there are 15 and 10mA ones out=20 there at vastly inflated price. Hospitals tend to use 15mA trips.
