You are correct, because the ICD3 uses high speed USB (480MB/s) as it uses =
an FPGA for its high speed internal computing engine. The Pickit2 and ICD2 =
use an 18F series PIC, and I think the Pickit3 uses a 24F series PIC, and t=
hese all use full speed USB (12MB/s).
