It's not as simple as top vs bottom.

I vote for bottom - iff people edit the text they are replying to, keeping
the quoted section short and specific, not more than a paragraph.=20
Adding "I agree" after quoting an entire post is not helpful.=20
If you're going to include pages of quoted text, top posting is easier to
deal with.
