It is a very strongly typed language,=20
and I would love to see what you call inconsistency.

A Pascal block has a begin =85 end.=20

   Begin

   End
 else
   Begin
     Your other Block here
   End;

Where is the inconsistency in that?
I think that you should reread the formal language description by Neuwirth.
