I wandered through the Mumbai Leamington Road electronics markets today. Just like Shenzhen except totally different, as they say. They had yellow multimeters for 180 Rupees. Say $US3. They appeared from memory to be essentially the same as a number I have bought in NZ. Volts from 200 mV Amps from 200 uA. Square wave gen. All the normal things. I didn't buy any. _____________________ They also had some meters with yellow sides and a brownish centre part. Looked too dear so didn't ask price :-). I did buy 15 metres of LED 12V flexible strip for about $US1/metre, outrunner "1KV" small motor for far too little, 1 x 300 Watt DC brushed motor geared to 100 RPM (wheelchair or similar style) (and hopefully will have another y tomorrow).
