I'm a big believer in cheap multimeters.  I think I've got four or five of =

But their most damning condemnation comes from people with safety concerns.=
  These meters do not have the special safety fuses and PCB layout cautions=
 that they ought to have if they were safe to use at their 1000VDC/750VAC s=
ettings on (say) industrial power panels.  They have little tiny 5mm or 1/4=
inch fuses, or none at all.  Failures at HV/HC are impressive and very dang=
