There are many possible scenarios including political and technical=20 issues. I cannot see any commercial value in monitoring air traffic in=20 that sort of airspace. Things may have changed since I was an active pilot but I recall that I=20 was out of radar coverage most of the time when I was traveling between=20 the Bahamas and Florida in a small aircraft. The first time that=20 happened as a solo pilot on a dark night I realized what "all alone"=20 really meant"!
