Short:

I chose the VB EULA as an example to look through
The EULA appears reasonably understandable.
General on web understanding is that the product CAN be used for commercial
use.
The EULA seems to support that, with a few restrictions (see below) which
seem reasonable and which will not affect most people whose name is not Kim
Dotcom (nor he either no doubt)).
As always, if it matters and if you care about worst case outcomes for
business purposes then you'd be advised to consult a lawyer, BUT it SEEMS
clear that commercial use is generally allowed.

Longer:

IANAL, but eg Visual BASIC  Express 2010  appears to be free for commercial
use with two exceptions.

- There is 3rd PARTY CODEC software whose owners require a non-commercial
use disclaimer

viz: NOTICE ABOUT THE H.264/AVC VISUAL STANDARD, AND THE VC-1 VIDEO
STANDARD.  Silverlight may include H.264/MPEG-4 AVC and/or VC-1decoding

Details follow which essentially say codec is not for commercial use.

- EULA 6.
0Use for commercial software hosting services is forbidden.
eg Kimdotcom may not use it.

- There are some other restrictions re extensibility and revserse
engineering whjich appear reasonable for a free product - and also standard
enough with many software offerings.

The glass was half full but is cracked and dirty so has now drained and is
unusable and was probably sour anyway, right? :-)

The EULA reads like most I've seen and that everyone who uses software
"legitimately" is oblioged to agree to for 99% of all commercial products.
