I don't think that would help much. AFAIK/IANAL/YMMV, a copyright only
protects a particular representation of the circuit, not the circuit
configuration itself. There really ought to be a clearer statement of
privacy rights and obligations.

You're right to pick up on the "terrorism" angle- that's the thinking that
allows them to slip this into a "End User Conduct" clause.

Totally OT (but slightly related): There are some interesting parallels
between 2014 and 1914. Particularly complacency, nationalism, a waning
hegemon, and a vast amount of capability that, so far, appears to have
a positive effect on lives, but could be turned against people on short
notice. =20
