Sparkfun sells some really cheap ISM transmitters and matching receivers:

Burst a code every second or two with a PIC and the batteries should=20
last a really long time.
The current consumption of the TX is 8 mA so you could power it from a=20
PIC pin and then modulate the data line. Power it from a CR2450 cell.
