Bear in mind that objects with a direct view of the heating elements will get hotter than the air temp and how much hotter will depend on the emissivity of the material. It could be that some areas of your pcb got much hotter than the solder or the thermometer. Solder had a very low emissivity but the pcb material is fairly high. I think that solder paste absorbs IR much better than solid solder.
