Isp is indeed low, but still useful.
Extreme examples exist - the great Robert Truax (A US Admiral water rocket
maker :-) ) who designed EK's Steam Rocket, and much more, Built a CO2 +
Acetone "water" rocket - the very low freezing point of the acetone being
the reason for its use.
