the fact that there are crazy/stupid people is not sufficient reason to
outlaw engineering.  People have being known to be killed by: cars,
bicycles, sticks, etc. =20

a constitutional right to have one (in USA)!  No need for a permit to carry

ICBWR launch across Rio Grande might not be too hard to achieve,- the river
is not that big. =20
