It means it's a development kit which runs on the included bootable QNX 6 desktop environment. You boot off the CD into QNX, and from it, install QNX and the development kit on your computer to a new partition. All targets means - just that - you can develop for ARM/x86/etc. I'm surprised the downloads are back. Last time I checked, I couldn't download those ISOs after Blackberry locked them up. They might be realizing the error of their ways.
