In some countries the sellers have been convinced that it can only be sold with the hardware that it came with. So on a local auction site here I can buy a PC with no RAM, no hard disk, no peripheral cards + a Windows Professional COA for about $US10. If desired the seller will throw away your hardware and mail you the COA post sale. BUT, whatever you run it on, it is not free as you need a PC of some sort to run it. It is not free as the PC will require energy to operate it. I occasionally pick up working PCs from the roadside (literally) complete with Windows COAs - so they are indeed free. They still require energy to operate but, once my trial water-heating 250 Watt PV panel ends up paying for itself in energy savings (about 3 years) then the free energy could be used to run this free program on a free roadside PC with a free OS. I won't address the cost of accommodation, cost of user time, furniture, ..= ..
