Irritating isn't it? Also seen in community newsletters, not just e-mail. I speculate that it is because they once could not do this. The younger generation were always able to do this, so they asked themselves if they should. I also speculate that it is a normal reaction to having the controls present in an application. If the controls are so prominent, they get tweaked. (I avoid the problem by forcing all e-mail into plain text, using a font that I find easiest to read; Terminus. This method also loses links, which does seem to be beneficial in most cases.
