Ah, OK, they are not saying that the IR cut filter itself prevents Moire pattern but rather that many vendors incorporate an optical low-pass filter (i.e., a spatial 2D low-pass filter, not a light wavelength selective filter) into the same object as the IR cut function. In such a case, removing the single combo IR/OLPF filter can cause Moire problems. This OLPF is acting as an anti-aliasing filter to remove spatial high frequency content from the image before it is angularly "sampled" by the pixel array. Moire is actually spatial aliasing. I do not know whether the IR cut filter in the Encore cameras also performs this function. The photo you linked to does not show the filter nor the lens support piece. I do see the CCD sensor board you mention and it looks very similar to mine, although the filter was glued directly on top of the glass on the front of the CCD IC package.
