Something I just found out recently about modular transmitters. Use of a modular transmitter (such as those from Microchip) that are FCC certified allow you to test as an unintentional radiator EXCEPT if the device is portable where the antenna is within 20cm of a person. Then additional tests (Specific Absorbtion Rate) need to be run. I had seen the 20cm limit on all modular transmitters.
