I have a couple of magazine articles on it. The one I was mostly
aware of uses an MC34063 and a low voltage input.

Quite an involved project which also has a PIC + LCD for other
functions. The front end is a 12V to HT converter, by way of an
MC34063 and small bobbin transformer, with switchable resistors
to set output voltage. A project similar to their insulation tester

The one I came across yesterday, a much simpler construction,
requires HT input for HT output. Basically a practical implementation
of the datasheet guidelines
