Have you considered a mobile phone instead of any landlines? You can bring your mobile anywhere you want, you get emergency call, plus you can get data (LTE / 4G) which is faster than some DSL. Anyways, you can get the Google Voice over mobile too, then you call anyone free in Canada or the US -- and dirt cheap elsewhere. The good thing about this is that you get a service where the app on your mobile makes an ordinary call to a local number, and then from there it goes as a voip service -- therefore you do not spend your data plan for voice communication. Also you can redirect your Google Voice number to your mobile, or other landline if you prefer that one. The sound quality is always good to me, and I have unlimited minutes on my mobile anyway, so the local call makes does not cost a penny. Worse case you can use your mobile as normal cell phone.
