Yes. I'll take my DSLR with my next time and get a better pic of it.
It's certainly pointed at the sky. My guess based on it's angle is it's
pointed in the 110-129W sort of area.

No, I'm in Canada. The DBS antenna beside the weird one looks like a
standard one for BellTV, which is pointed at sats at 82 and 91W. However
it could also be pointed at one of the Dish sats, which would shift my
guess for the weird one further west.

I've actually seen a home made 4 bay antenna mounted on the same wall in
the past.
