I really like what Adobe Acrobat does. It generates the OCR text, but puts it "in the background." The user always sees the image, not the OCR mistakes. But, because the OCR is there, it's searchable, and copy and paste work. I've done this with most of the stuff at http://www.hallikainen.org/BH/ .
