You might look for a used HP/Agilent Mobil Communications DC source, like t=
he 66311A, see:

Tthink of it as a sampling scope combined with a power supply.
They sell software that allows you to display scope type traces on a PC, bu=
t the programming info is freely available.
 From the front panel you can select things like average, max, min etc.
