You can get tantalum caps with internal fuses. Kemet T5 something is one I =
know of without going to MIL spec ones.

As an alternative to tantalum, look at Niobium caps which are designed as a=
n alternative to tant, especially in difficult environments. I know AVX do =
these in the TAJ series cases. I believe they are designed with failure mod=
es that go O/C, but check the data sheets.
