Hi Allen,

unclear on a couple of things

Is it your intention to make a single-sided board ? If so, just
turn the Top Layer off. ie the only layer for the autorouter
to work with is Bottom Layer

If you were wanting to make a double-sided board, a board
house would use plated-through holes, so soldering a relay
won't be a problem

Unless you're doing this yourself and can't do PTH at
home (like me)
