Kind of,
1) you can create a shape in one of the restrict layers and Eagle will not
autoroute anything on the associated layer in that area (i.e. T_restrict
controls Top Layer)
2) you can play with the individual costing elements and better control
layer preference. Suitable results _can_ be had, but it's a fairly
complex balancing act to adjust all the relevant costing to get it.
