Just so I am absolutely sure I understand what they are saying here can
someone confirm my following interpretation.

  A CAT 4, 600V INSTRUMENT IS *NOT* REQUIRED FOR LIVE MAINS *BUT* is
acceptable as it exceeds the requirement.

Are they simply using the word *WRONG* to highlight that it is simply
overkill for the task but still acceptable or are they actually saying it
is WRONG to use that instrument for this task.
