TI has a $12.99 dev kit for their "Tiva" series ARM Cortex M4 series

Two months out for delivery though.

The Tiva claim to fame appears to be onboard firmware in ROM that
supports the chip's peripherals, so you have the option of using their
routines through their API. The chip also has EEPROM with 500K write
endurance, and I think the flash program space itself is rated at 100K
writes.

Seems pretty cool.
