In general, I'd say if you can't take a vacation that you want to take,
you either haven't planned far enough ahead, or your boss is incapable
of properly managing his business (of course for my values of "properly
managing"), or he/she is too greedy.

It's always possible to take a vacation; it's more a matter of
priorities and sticking to what's agreed upon than of it being possible
or not.=20

I could fill myself up with way more than 24 hours of work per day if I
considered all work that I could do work that needs to be done. It's a
matter of where you want to draw the line.
