On Android / Nexus 7 I use a Terminal emulator with a USB-OTG adapter on the tablet and an FDDI to serial adapter connected to the USART on the uC. If you want to write your own android app in place of the terminal it should work just as well with the same hardware but I haven't personalty done so.
